Russian Chamber of Shipping supports initiative on revising the rules for registration of vessels in seaports
Russian Chamber of Shipping (RCS) supports the initiative on revising the rules for registration of vessels and rights in seaports, the Chamber told Russian Shipping portal (Media-Group PortNews). In 2014-2015, RCS considered three variants of draft rules in the framework of public discussions, anti-corruption and regulatory impact evaluation. It officially presented its remarks and proposals, most of which were taken into consideration during the rules elaboration. Currently, Russian Chamber of Shipping is expecting the publishing of the revised draft rules to forward its proposals.
Andrei Shchesnyak, legal advisor to RCS President comments: “Transport Ministry’s constructive attitude of the recent years allowed for essential facilitation and streamlining of the procedure for registration of vessels and rights for them, coming closer to good practices of other countries. Gradual elimination of administrative barriers including those related to state registration of the rights raises the attractiveness of Russian jurisdiction and Russian flag. Upon completion of the work on the draft rules the Ministry will probably initiate the revision of the similar document applicable at inland water ways from 2001 and requiring updating”.
