Russia's antitrust watchdog initiates probe into Natsrybresurs activity
The Federal State Unitary Enterprise National Fish Resources (Natsrybresurs) of the Federal Fisheries Agency faces charges (under Article 17 of the antitrust laws), the Primorsky Krai Administration's press office reports citing the Federal Antimonopoly Service (FAS) officials.
Deputy Head of the FAS Alexander Kinyov and director of the FAS regional office Sergei Vyalykh slammed Natsrybresurs for non-transparent procedures while conducting quota allocation tenders, poor property management and reminded of several investigations and cases having been launched against the Federal Fisheries Agency's unit. One of the cases being investigated in Primorsky Krai, the officials said.
"The Primorsky Krai FAS is investigating into a tendering process conducted by Natsrybresurs for the contract for agency service. It's related to the management of hydraulic engineering installations based in the Primorsky Krai and Kamchatka territories, Sakhalin and Magadan regions," the regional press office quoted Sergei Vyalykh as saying.
In November 2014 the Primorye ports officials filed a complaint against Natsrybresurs with the regional antitrust agency. The FAS reviewed the documents and opened a case of violation of Russia's antimonopoly legislation under Article 17 by National Fish Resources, relating to violations of tendering procedures.
Previously the Federal Fisheries Agency's enterprise has come under fire from a federal official. Deputy Prime Minister, Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev at a meeting on fisheries sector development called Natsrybresurs 'a detrimental organization'.
However, in its turn the Federal Fisheries Agency commenting the proposals to eliminate "Natsrybresurs" said that the dissolution of of FSUE "Natsrybresurs" will lead to the disruption of the strategic objective on import substitution in the market of fishery products and is a threat to the food security of the Russian Federation.
