Russian mechanism of regulatory impact assessment would be practical in IMO work, Vitaly Klyuev says
The mechanism of regulatory impact assessment being successfully applied to regulations under development in Russia would be practical in IMO work, IAA PortNews journalist cites Vitaly Klyuev, Russian candidate for the post of IMO Secretary-General, Deputy Director of the Department of State policy for Maritime and River Transport under RF Ministry of Transport, as saying at the briefing in Saint-Petersburg.
“To have IMO requirements implemented they should be assessed before introduction, not after they are adopted. In Russia we have a good mechanism of regulatory impact assessment being applied to regulations under development and I think such a mechanism could be used in IMO, Vitaly Klyuev said.
As it was reported earlier, Russia nominated its first-ever candidate for the post of IMO Secretary-General. Vote on the nominees for the IMO Secretary-General post will take place at the end of June 2015. The new Secretary-General of IMO will assume the office as from 1 January 2016.
