Antitrust watchdog initiates a case against Rosmorrechflot
Federal Antimonopoly Service (FAS of Russia) on May 31, 2011 filed a lawsuit against the Federal Agency of Maritime and River Transport (RosMorRechFlot) for violating the law "On Protection of Competition," the FAS press-service said.
According to the decree of the Russian Government "On the implementation of the provisions of chapter XI-2 of the International Convention for the Safety of Life at Sea of 1974 and the International Ship and Port Facility Security Code", RosMorRechFlot is authorized to issue the Acts of port facility compliance, the International Ship Security Certificate, as well as temporary international Ship Security Certificate. Currently, these functions are performed by RosMorRechFlot’s organization FGI Maritime Safety Service.
The antitrust watchdog believes that the above resolution does not impose on the Federal Maritime Safety Service, the issuance of the documents, and finds in the actions of RosMorRechFlot violation of antitrust laws, FAS said.
The case hearing is scheduled for July 4, 2011.
The Federal Agency of Sea and River Transport (RosMorRechFlot) is a federal executive authority performing functions of government services, state property management, as well as law enforcement functions in the field of maritime and river transport, including for marine fishing ports in order to develop Russia’s transport sector. The agency was established in accordance with Presidential Decree of March 9, 2004. RosMorRechFlot is subordinated to the Ministry of Transport of the Russian Federation.
