Ministry of Transport ordered Rosmorport FSUE to speed up the work on adjusting sea port lease agreements in accordance with the legislation of RF
Ministry of Transport of RF yesterday ordered Rosmorport FSUE to speed up the work on adjusting agreements on the lease of hydraulic structures of sea ports of RF in accordance with the. This information has been provided to PortNews IAA by the source at the department of national policy related to sea and river transport under Ministry of Transport of RF.
In particular, Ministry of Transport of RF drew attention of Rosmorport to the fact that technical specifications for the development of a method of hydraulic structures valuation has not been prepared or furnished to the Committee on management of government-owned property (KUGI) of Saint Petersburg (the most urgent issue is in the port of Saint Petersburg, the problem is supervised by the municipal prosecutor’s office). Ministry of Transport limited the time for this work by September 11.
Besides, by September 15 Rosmorport should develop and coordinate with the Federal Agency of sea and river transport of the Ministry of Transport (Rosmorrechflot) the list of berths to be given to the tenants without competition. As it has been specified before, those companies, which possess technological equipment indissolubly related to berths may conclude leasing agreements.
As Alexei Chikanov, deputy head of Saint Petersburg KUGI, told to the correspondent of PortNews IAA, the conclusion about such equipment at the port berths has not been provided by Rosmorport to KUGI yet. On September 1 Saint Petersburg branch of Rosmorport FSUE provided us just with lot-division of the berths, he added.
We’d like to remind that law proceedings on the claims of Saint Petersburg prosecutor’s office against stevedoring companies of the port of Saint Petersburg and Rosmorport as regards hydraulic structures leasing agreements are scheduled for the end of September. The prosecutor’s office considers these agreements illegal as having been concluded with violation of the legislation. Having received the order of Federal Property Management Agency, Saint Petersburg KUGI carries out work on improving of the situation.
