RF Government approves draft law On Sea Ports of Russian Federation
On March 29, RF Government approved draft law On Sea Ports of Russian Federation, press release of the Ministry of Transport reports.
The bill consists of four chapters. Chapter I «General provisions» consists of 10 articles determining major terms used in the bill and describing port’s harbor waters and territory. There are norms specifying setting up, naming, opening, registration of information about seaports.
Chapter II «State Regulation of Activities in Seaports» consists of 11 articles covering the issues of state participation in the activities of Russian seaports.
Chapter III «Foundations of Services in Seaports» is dedicated to basic principles for services on cargo transshipment, servicing of vessels and passengers. As of today there are no legal norms to regulate relations as regards cargo transshipment in a port. This chapter is aimed at filling this legal gap.
Chapter III covers technological storage of cargo and responsibility of sea terminal operators for services on transshipment and storage of cargo.
Chapter IV «Final Provisions» specifies possible amendments and changes to be introduced into certain RF acts of legislation if this bill passes.
