FTS to finalize new regulations for port charges in the first half of 2007 - Victor Kvitko
Federal Tariffs Service (FTS) will finalize work on new regulations for port charges in the first half of 2007, PortNews IAA learnt at the 20th conference of the Association of Russia’s Commercial Seaports. According to Victor Kvitko, head of transport coordination department, the document is to be sent to the Ministry of justice only after the Ministry of transport provides the methods for collection of port charges. Such a document has not been provided yet. The calculation of the new rates is to be completed soon. Kvitko says the main principles of Federal Tariffs Service are as follows: Russian ports should be competitive, port charges should cover the expenses of port administrations and Rosmorport FSUE as well as their investment programs and there should be a balance of interests of both port workers and seamen. The charges are to be less than the project proposed by the Ministry of Transport. Kvitko says indexation of rates is also possible in future.
