Russian tender to select leasing projects in the field of civil ship-building is to be held before June 1, 2007
An Executive Order has been issued On the Organization of Work at the Russian Ministry of Industry and Energy to select leasing projects in the field of civil ship-Building.
As a follow-up to the Strategy of the Development of the Ship-Building Industry in the Period to 2020 a tender to select leasing projects in the field of civil ship-building is to be held before June 1, 2007. A tender review commission is being set up under the chairmanship of Deputy Minister of Industry and Energy of the Russian Federation, Andrei Reus.
Accepted for review will be leasing projects aimed at the acquisition of civil vessels by Russian leasing companies with a view to making them available to Russian cargo carriers on financial rent (leasing) terms. The winning leasing projects will be eligible for state support out of the federal budget.
Such measures, according to Yuri Koptev, Director of the Defense Industry Department, will help improve the financial environment in which ship-builders operate and bring part of the orders of Russian carriers back to domestic shipyards.
“If we look at the renewal of the pool of our ship owners in the last 5-7 years, Yuri Koptev said commenting on the issue of the Executive Order, we see the same 5.8 percent of the orders that go to Russian shipyards, while all the remaining orders are placed in other countries, with the exception of a few enterprises which fill serious defense orders. As a result, the industry operates at no more than 40 percent of its present capacity. The development of the leasing system will provide a link that will strengthen the bonds within the triangle of ship-builders, carriers and cargo owners.
