Russia can incur a deficit of oil transshipment facilities at the ports of the North-Western Basin amid the redirection of cargo flows from the ports of the Baltic states and the plans to attract oil products from Belarus to the ports of Russia, IAA PortNews correspondent cites Victor Olersky, Deputy Transport Minister of Russia – Head of Federal Marine and River Transport Agency (Rosmorrechflot), as saying at the joint meeting of the Board and the Public Council of Rosmorrechflot.
