Federal budget to allocate RUB 8.7 bln for creation of dry cargo area at Taman seaport in 2016
In 2016, federal budget will allocate RUB 8.7 bln for creation of dry cargo area at Taman seaport under the targeted investment programme “Development of Russia’s Transport System”, says press center of Krasnodar Territory Administration.
A project was developed for construction of multi-purpose transshipment facilities for coal, mineral fertilisers, sulfur, grain and containers on the Taman Peninsula. The project has already obtained state expert approval and state environmental approval. Regional Ministry of Transport and Road Facilities says the port’s design throughput is to exceed 93.8 mln t per year.
The project is to be implemented through private-public partnership. Its implementation is estimated at RUB 228 bln including RUB 76 bln from the federal budget and RUB 152 bln from off-budget sources.
New port in Taman is supposed to bridge the deficit of dry cargo transshipment facilities at Russian ports of the Azov-Black Sea Basin, let handle vessels of up to 150,000 t in capacity. Besides, non-freezing ports of Taman will help attract part of cargo flows from the Azov Basin ports during the season of unfavorable ice situation.
RUB 4.9 bln of federal allocations have been spent from the start of the project including RUB 1.8 bln spent for designing and RUB 3.1 bln provided to Russian Railways for construction of railway approaches under the project on construction of a bridge across the Kerch Strait.
Phase I of Taman seaport dry cargo area including road and railway approaches is to be completed in 2018. Completion of hydraulic engineering facilities (Phase II) is scheduled for 2019-2024.
There are 17 commercial seaports in the Azov-Black Sea Basin with the port of Novorossiysk handling over 65% of cargo.
According to Veniamin Kondratjev, Governor of the Krasnodar Territory, construction of such large scale facilities is a very important project. Creation of Taman port is a practical example of private-public partnership. First of all, it will have a positive economic effect on the region development. Taman has a huge potential. The Krasnodar Territory is ready to provide maximum support to construction of the port. It is clear that the future of the Taman Peninsula will bring real dividends, budget revenues, new jobs and proper logistics in the region, he said.
