System of rail transportation rates in Russia to undergo reforms for 15 years
System of rail transportation rates in Russia is supposed to undergo reforms divided into 3 five-year long phases, IAA PortNews cites Vasily Shipilov, head of Transport and Communications Reforms Department at RF Ministry for Economic Development, as saying at the International Congress OilTerminal 2014 in Saint-Petersburg.
According to him, first results will be seen in 2019. The new concept implies the development of a system of incentives encouraging providing of better rolling stock and more efficient services.
Besides, there is a plan to develop private locomotive business projects at certain infrastructure sections.
