Russian President inks amendments to the law on sea ports and transport safety
Russian President Vladimir Putin has signed amendments to the Federal Law "On Amendments to Certain Legislative Acts of the Russian Federation," the Kremlin press office said.
The federal law was passed by the State Duma on July 5, 2013 and approved by the Federation Council on July 10, 2013.
Thus, the Federal law alters the Merchant Shipping Code of the Russian Federation, the Federal Law "On transport security" and the Federal Law "About the seaports and on amendments to certain legislative acts of the Russian Federation". The changes are aimed at ensuring safety at seaports, as well as improvements in the management of sea ports.
The changes to the Merchant Shipping Code of the Russian Federation specify some concepts, powers and functions of sea ports harbourmasters.
Provisions of the Federal Law "On transport safety" are changed in the assessment of the vulnerability of a ship, marine terminal, seaport and the requirements for the assessment procedure. Planning and implementation of measures to ensure the safety of the cargo ship, marine terminal and seaport are defined more concretely.
The amendments to the Federal Law 'On Sea Ports and on amendments to certain legislative acts of the Russian Federation" include the separation of functions to harbourmasters of sea port and the ports authorities established in respect of two or more seaports of the Russian Federation in the form of state organization. In addition, Federal law specifies the requirements for the harbourmaster and the director of Port Authority.
The Federal law introduces the concept of services to ensure the safety of navigation in sea ports and on access channels, establishes the transport safety charges in seaports.
