Rosprirodnadzor’s ecological monitoring of Novorossiysk and Tuapse port areas is inefficient – RF Accounts Chamber
The Board of the Accounts Chamber of the Russian Federation chaired by Sergey Stepashin has considered the findings of the audit on the use of the federal budget and the federal property when executing functions in 2011-2012 by subordinate authorities of Rosprirodnadzor (Federal Service for Supervision of Natural Resource Management) within the prescribed activities, says press center of the Accounts Chamber.
The Board noted that in 2011- 2012, total volume of the federal budget revenue administrated by the auditee made RUB 381.9 mln including RUB 337.2 mln as charges for negative impact on the environment (pollution charge, or PC), which makes 88.3% of the total revenue.
As Rosprirodnadzor’s Branch of Krasnodar Territory and Republic of Adygeya failed to fulfill its powers on the accounting of payments into the budget under the Budget Code of the Russian Federation, about 30% of business units registered in the Krasnodar Territory and the Republic of Adygeya did not make PC payments in the accounting period.
According to the findings, the amount of non-levied penalty for delayed RC payments totaled RUB 6.4 mln (33.4% of imposed fines). Lack of proper control over PC calculations resulted in loss of RUB 2.8 mln.
Besides, from 2004 Rosprirodnadzor has on its balance a nature protection vessel Rossija which is not in use since 2007. The balance value of this ecological control vessels equipped with a laboratory and an air-technical complex is RUB 70 mln.
The Board also noted the decrease of the efficiency of state environmental monitoring. With the increased number of detected violations, the number of remedied violations fell by 20%. Despite the high pollution of the Black Sea, floating crafts are not in use for supervising seaports of Tuapse and Novorossiysk.
The Board decided to forward the notation to Rosprirodnadzor, and an information message to RF Ministry of Natural Resources. The report on the control activity is forwarded to the Houses of the Federal Assembly.
