RS intensifies cooperation with Russian Navy (photo)
Russian Maritime Register of Shipping (RS, Register) is willing to consider elaboration of rules for military ships by the example of other classification societies (OCS), Sergey Shishkin, deputy head of RS Development Administration, said at the conference “Navy and Shipbuilding Nowadays 2013” held on July 4, 2013, within the framework the International Maritime Defence Show (IMDS-2013).
RS representative told about the foreign practice on attraction of classification societies – members of International Association of Classification Societies (IACS) to supervision of designing and construction of Naval ships and vessels, excluding weaponry and special technical devices. Some classification societies (Lloyd's Register, Germanischer Lloyd, American Bureau of Shipping) apply special regulations for classification of Naval ships. Others, like for example, Bureau Veritas, apply requirements elaborated for civil cargo and passenger vessels when carrying out technical supervision of designing and building of Mistral-class helicopter carrying amphibious assault ships.
In his speech, Sergey Shishkin covered the history of RS cooperation with Russian Navy and marked the positive experience and current prospects of this interaction, having mentioned successful participation of RS in modern projects on construction, repair and conversion of ships and auxiliary vessels for the naval fleet.
“The Register, as a national classification society with a hundred-year history at the classification market, has everything necessary for technical supervision of vessels with any degree of complexity. RS has classified hi-tech icegoing vessels and nuclear icebreakers, the Register’s requirements are based on a deep scientific foundation in line with all applicable international standards, the Rules for classification and construction of nuclear vessels and floating structures are unique, - Sergey Shiskin emphasized. – The attraction of the Register to classification and supervision of ships, auxiliary and training vessels of Russian Navy make it possible to apply innovative achievements of global shipbuilding, requirements of international conventions on safe navigation and protection of environment. The development of adequate specialized rules will help RS develop a unified approach of design organizations to execution of their operations.”
Russian Maritime Register of Shipping (RS) is one of the world's leading classification societies. It was founded in 1913. RS is acknowledged by the European Union and marine authorities of 70 flag states, it is a member of the International Association of Classification Societies (IACS) and an associate member of INTERTANKO, INTERCARGO and BIMCO. Presently, RS class covers 5,192 marine vessels, 127 vessels with total gross tonnage of 990,000 tonnes are under construction. The construction of RS class vessels has a vast geography – shipyards of Russia, Ukraine, Turkey, China, Finland, S, Korea, Croatia, Serbia, Vietnam, Azerbaijan.
As of today, the repair of the training vessel Smolny has been completed at TEREM-KRZ Flotski Arsenal-Varna LTD (Bulgaria) with the participation of RS, the negotiations are in progress on attraction of specialists to the repair of the training vessel PEREKOP and large landing ship Caesar Kunikov. Leningrad Shipyard Pella has built 12 tugboats under technical supervision of RS (10 tugboats of Project 90600, and two tugboats of Project 16609/1) and it has commenced the construction of SKPO-1000 multifunction complex port service vessel. The shipyard says, at least 4 vessels are to be built under this project. The construction of 8 tugboats of Project 16609/2 is scheduled for 2013 – 2014. In November 2012, Severnaya Verf laid down the first combat logistics ship of Project 23120 designed to RS class. When completed, the vessel will meet all Russian and international requirements applicable to such vessels. All in all there is a plan to build 3 vessels of this series with RS participation.
