RS set up authority to organize technical observation of marine O&G facilities
On June 1, 2013, Russian Maritime Register of Shipping (RS) set up an authority for organization of technical observation of marine oil and gas facilities. According to the Register’s press center, the authority comprises the department on arrangements for expertise of marine O&G facilities’ projects and technical observation of O&G equipment.
According to RS Director General Mikhail Aivazov, “the expansion of the development of hydrocarbon deposits is a global trend. Russian shelf holds a special place in these promising activities as numerous fields have been proved in different regions – from the Baltic Sea till Sakhalin coast and from Arctic till the North Caspian territory. Today, the Register participates in all major projects of Russian shelf. RS is primarily focused here on the development of environmental safety standards for marine facilities. The establishment of the new authority is to ensure more efficient management in this strategically important activity of RS”.
To participate in offshore projects, RS, in conjunction with scientific research organizations, have created and permanently updates its regulatory framework enabling the Register to classify any types of marine facilities for the development of offshore fields. RS also provides the customers with the services on technical supervision of manufacture of materials and articles for offshore facilities including sealines at all stages of production.
Currently, RS supervises the construction of the first phase of marine facilities (including sealines) and tugging of facilities to the sites of installation, certifies O&G equipment for the fixed offshore ice-resistant platform LSP-1 at the Caspian V. Filanovsky field.
In the northern seas, RS carries out technical supervision of the facilities for the development of Prirazlomnoje, Shtokmanovskoje and Kravtsovskoje fields as well as Varandei terminal. In the Caspian region technical supervision of RS covers the facilities for the development of Y. Korchagin and V. Filanovsky fields. In the Far East, RS participates in the project on the development of Piltun-Astokhsky and Lunsky offshore fields under Sakhalin-2 project. In the future its is to participate in Pechora LNG, Yamal LNG and Vladivostok LNG projects as well as in the development of Sarmatsky and Kashagansky fields.
