RF Duma passed in II reading bill differentiating powers of port administrations and harbour masters
The State Duma of Russia adopted in the second reading a bill “On introduction of amendments into certain legislative acts of the Russian Federation (in the part of provisions on protection of seaport infrastructure facilities”, say the materials of Russian parliament's lower house.
As Victor Olersky, Deputy Transport Minister of Russia, explained at the meeting of National Shipping Chamber, the bill differentiates the powers of a port administration and a harbour master, IAA PortNews journalist reports.
According to the document, harbour masters are to ensure safe navigation while port administrations are to focus on financial and economic activities.
Port administration is to be established in the form of a federal state budgetary institution for two or more seaports and to operate in compliance with the seaport administration policy approved by a federal executive authority in the sphere of transport.
