Murmansk region and MC Murmansk Transportation Hub ink agreement on cooperation
Murmansk Region Governor Marina Kovtun and Director General of Managing Company Murmansk Transportation Hub OJSC Andrey Shapovaljants have signed an agreement on cooperation between the regional government and the joint stock company. According to information policy and media relations authority of the region’s government office, the parties agreed to coordinate joint analysis and monitoring of activities on designing and construction of transport and port infrastructure facilities as well as to coordinate efforts on attraction of investments into the development of transport and port infrastructure in the Murmansk Region.
“The agreement on Murmansk Transportation Hub is to add momentum to the project. The project needs to be updated in compliance with the recent significant changes. The implementation of our plans is possible only with close cooperation of all interested parties,” Marina Kovtun said.
According to the document, the managing company undertakes detailing of the freight base and classification of cargo to be handled at MTH facilities, specifying a list of facilities for private and state investments as well as scheduling of activity implementation plan. Besides, it is responsible for integration of project decisions, generation of proposals on coordination of all financing sources within the framework of private-public partnership, approval of projects, elaboration of draft documents on amending schemes of RF area-planning in respect of the federal transport, participation in attraction of investors for the creation of transport and port infrastructure facilities. All the above activities are to be implemented with coordination and permanent information exchange with the Murmansk Region Government, municipal authorities of the region, RF Transport Ministry, Federal Marine and River Transport Agency, FTI Rostransmodernizatsija, SFUE Rosmorport, Russian Railways OJSC.
“We are driven by the need to provide the project with real perspectives. Today, we pin our high hopes on the creation of a gas & petrochemical cluster in the Murmansk Region,” emphasized Shapovaljants.
Among the cooperation activities there is a plan to amend the master plan of the port transport hub in Murmansk, to create an interchange hub comprising marine, railway and automobile terminals as well as communications between them, and to ensure cooperation with MC Belkomur OJSC for interaction and synchronization of the two projects. Besides, a possibility is being considered for the creation of the managing company of Murmansk PSEZ on the basis of Murmansk Transportation Hub OJSC.
