RF Transport Ministry publishes draft amendments of Murmansk port boundaries
The Transport Ministry of the Russian Federation has published draft decree of RF Government on amending the boundaries of Murmansk seaport. The amendments relate to inclusion into the port limits the plots of land upon the applications of the following land users: Terminal Abram-Mys LLC, individual entrepreneur Bulatov, Gazflot LLC, Port Abram-Mys LLC and Ship Repair Center Zvezdochka OJSC, branch of 35 Ship Repair Yard, as well as to amendment of boundaries of port sector No 1 operated by FSUE Atomflot. The above plots of land are occupied by port infrastructure facilities.
The above plots of land had not been properly documented in accordance with the Land Code of the Russian Federation and therefore were not included into the port limits when the boundaries were set up.
The inclusion of additional plots of land into the port boundaries is not treated as the port expansion and does not fall within the scope of Article 6 of the Federal Law as no construction, or reconstruction of any infrastructure facilities is provisioned there.
The facilities of Terminal Abram-Mys LLC handle metal structures, pipelines, oil-and-gas modules and other cargoes for oil-and-gas fields.
Sea terminals of individual entrepreneur Bulatov and Gazflot LLC are used for handling/repair/anchorage/replenishment of vessels.
The territory of Port Abram-Mys LLC is occupied by seaport infrastructure facilities being used for storing and handling of cargoes transshipped via the terminals of terminals of individual entrepreneur Bulatov and Gazflot LLC.
The territory of Ship Repair Center Zvezdochka OJSC, branch of 35 Ship Repair Yard, is being used for handling of cargoes and servicing of vessels supplying Arctic oil and gas projects.
Amendment of boundaries of port sector No 1 is connected with the completion of activities on elimination of a cadastral mistake, which has been revealed earlier.
