RF Transport Ministry approves new compulsory regulations in seaport Zarubino
The Compulsory Regulations in Zarubino Seaport were approved by the Ministry of Transport of Russia dated 15.04.2013 No. 122, Rosmorport’s release says.
The Compulsory Regulations in Zarubino Seaport stipulate:
- rules for call and exit of vessels and rules of vessel navigation in Zarubino Seaport;
- rules for navigation of vessels in the coverage area of The Peter the Great Gulf Regional VTS and the description of its boundaries;
- rules for mooring of vessels in Zarubino Seaport with the indication of their berths;
- rules for provision of environmental safety and quarantine in Zarubino Seaport;
- rules for the usage of special means of communication in the territory and water area of Zarubino Seaport.
Also the Compulsory Regulations contain information about:
- description of recommended track No. 25 and fairway of Silach harbor of the seaport;
- technical capacities of Zarubino Seaport for receiving vessels;
- boundaries of the A1 and A2 sea areas of the Global Marine Distress and Safety System;
- transmission of information by shipmasters of vessels staying in Zarubino Seaport on the threat of illegal intrusion in the seaport;
- transmission of navigation and weather information to shipmasters of vessels staying in Zarubino Seaport, and also information on the threat of illegal intrusion in the seaport,
and other information on the description of Zarubino Seaport and its technical capacities regarding receiving and working of vessels.
In comparison with the previously existing Navigation Rules in The Peter the Great Gulf and the Compulsory Regulations in the Khasansky commercial seaport approved by the Khasansky commercial seaport captain in 2006 the new edition was essentially amended in order to comply with the unified requirements to the structure and contents of compulsory regulations in the seaports of the Russian Federation approved by the Ministry of Transport of Russia.
In particular, considering the growing scope of transshipment and tonnage of vessels receiving by Zarubino Seaport, in order to provide the safety of berths and vessels the new requirements were settled on the number of mooring masters, capacity and number of tugs necessary for vessel towing at Zarubino Seaport.
