RF Transport Ministry considers attraction of private investors to hydraulic project in Rostov region
The Ministry of Transport of the Russian Federation is considering the issue of attracting private investments in the project of Bagayevsky hydrosystem (Nizhni Don, Rostov region), Victor Olersky, Deputy Transport Minister of the Russian Federation told in his interview to IAA PortNews journalist learnt at the international exhibition CITL in Paris.
“Our calculations show that 25-30% of all costs may be covered by private resources and some 70% - from the federal budget. All the resources should be attracted for at least 20-25 years, Victor Olersky explained. – Nobody is interested in investments for no special reason. So we are trying to elaborate a model with additional profit received by a ship owner to be halved: first 50% are to be allocated for covering a new tariff and the other 50% to make the investor’s revenue.”
The Ministry has not yet determined specific financing schemes of this project. “Concession schemes or financing with participation of a managing company are possible. Investment feasibility study has already been completed. The configuration and the structure of facilities meet all the requirements and comply with the minimal impact approach,” Victor Olersky added.
The Bagayevsky hydrosystem project is supported by the government of the Rostov region and Rosvodresursy. A new location – Arpachin yard of Rostov region (Don river) - has been selected in compliance with the project decisions.
“Preliminary talks are being held with banks and other interested parties. We think that a managing company should be established for collection of resources and investing them together with the state for a long-term period. It is realizable,” Victor Olersky said.
