Russian Govt’s Institute of Law endorses bill on state pilot service
The Institute of Legislation and Comparative Law under the Russian Government has supported the bill submitted by the Ministry of Transport "On amendments to the Merchant Shipping Code of the Russian Federation." The Institute handed over its conclusion to the Ministry on February 28. According to a copy of the document obtained by PortNews, the bill corresponds to the RF Constitution, and the Institute approves the main idea and purpose of the bill.
"The current system of providing pilotage not fully guarantees the quality of the service in all, including unprofitable, maritime areas of the country. Delegation of the functions to the state through creation of a pilot service in the form of a federal organization will help establish an effective mechanism for providing pilotage support of merchant shipping, ensure a high level of maritime safety and reduce accidents in maritime transport," the document reads.
