RF Transport Ministry originates a bill on transit cargo transportation
RF Transport Ministry has brought before the Government a draft federal bill “On transit transportation of cargo in the Russian Federation”, the Ministry’s press center reports.
The draft bill was initiated upon the RF Government instruction dated 24.11.2012 to execute Putin’s commissions following the meeting with the representatives of Russia’s Transport Union and Russian Railways held on October 30, 2012.
The draft bill “On transit transportation of cargo in the Russian Federation” developed by the Transport Ministry is aimed at the creation of a domestic system for legal regulation of relations in the sphere of transit cargo transportation with the RF territory.
Some rights and obligations are not new though for the first time to be assured by the federal law.
The draft bill provides for development of a unified state policy aimed at boosting transit cargo flows within the Russian Federation; regulation of transit cargo transportation, creating conditions for the development of the country’s transit potential in particular through determination of a coordinating body responsible for the development of transit cargo transportation, development of regulations uniformly interpreted by consignors, consignees, transport organizations and state authorities.
Besides, the document’s tasks are – harmonization of legislative provisions in the sphere of transit cargo transportation with international laws to create conditions for deeper integration of the national transport system with international transport&logistic system; creation of conditions for sustainable development of transit cargo transportation in RF, improvement of their availability and quality, competitive growth of the national transport system in the international market of cargo transportation and efficient state administration of transport systems as well as the development of competitive environment of transit cargo transportation.
