Dmitry Rogozin slams Rosgranitsa for poor management
The Federal Agency for Development of the State Border Facilities of the Russian Federation (Rosgranitsa) is responsible for systemic management failures, PortNews correspondent quoted Russian Deputy Prime Minister Dmitry Rogozin as saying at a meeting of the Rosgranitsa Board. For an example, he cited the preparations for the APEC Summit-2012 in Vladivostok and implementation of infrastructure projects in Sochi, Adler and in other regions.
"APEC summit had been held, but actually there has been only one boarder crossing point commissioned, the readiness of other facilities - around 20%," said Dmitry Rogozin.
The official also noted inefficient spending of budget funds by Rosgranstroy, the high level of spending for central administration and imbalances in financing of its subsidiaries. According to Dmitry Rogozin, the checkpoints maintenance contracts are awarded to companies, whose activities are poorly controlled. Besides, there are breaches in the organization of competitive procedures for government contracts.
Dmitry Bezdelov, the chief of Rosgranitsa chastised at the meeting, later told journalists, that these facts are caused by objective reasons, beyond of the control of the federal agency. In particular, the Far East authorities delayed allocation of the land for construction. As for Rosgranitsa central office financing procedure, the issue is determined by the Russian Government.
