Singapore introduces initiatives to enhance bunkering process
Singapore has announced initiatives to enhance the quality of bunkering at the world's largest bunkering port, said minister for transport Lui Tuck Yew, Seatrade Asia online reports.
Singapore will introduce an information sheet on licensed bunker suppliers and an industry guide for the use of mass flow metering system, Lui said at the opening ceremony of the 17th Singapore International Bunkering Conference and Exhibition (SIBCON) on Wednesday.
The Maritime and Port Authority of Singapore (MPA) will publish an information sheet on licensed bunker suppliers in Singapore to allow shipowners to make more informed decisions in appointing bunker suppliers.
Lui also shared that MPA has developed an industry guide for the use of mass flow metering system during deliveries in Singapore.
He added that MPA will commence a study on frothed bunkers and establish a hotline to help manage bunker disputes. MPA and the Singapore Maritime Institute have appointed National Metrology Centre to conduct an in-depth study on frothed bunkers to verify the presence of frothed and its impact during the custody transfer of bunker fuel. The study is expected to be completed in 2013.
