Forecasted demand for products of Zvezda (shipbuilding complex being built at Bolshoi Kamen, Primorsky Territory) numbers 538 vessels by 2030, IAA PortNews journalist cites Kirill Stepanov, Deputy Minister for the Development of the Russian Far East, as saying at the meeting of RF Government’s Marine Board in Moscow.
According to him, this scope of works will require facilities for localization of equipment and materials production. The Ministry says some 60% of components have to be imported today.
The official believes the required production facilities could be located close to the shipbuilding complex within the Free Port of Vladivostok so that investors could enjoy its advantages. Deputy Minister asked Dmitry Rogozin to give instructions on establishment of such a cluster.
As Andrei Dutov, Deputy Minister of Industry and Trade, said at the meeting, the demand of Rosneft is valued at RUB 2.5 trillion (90 units), that of Gazprom – RUB 1.5 trillion (63 units), NOVATEK requires 59 vessels (no value announced), LUKOIL – RUB 200 bln (46 units), other companies – RUB 40 bln (15 units).
The project on creation of Shipbuilding Complex Zvezda at Bolshoi Kamen bay is focused on construction of large capacity vessels. The project is a constructed-from-scratch type with renovation of some facilities located within the development area. It will include the construction of all the production facilities and infrastructure and procurement of the production technology for the best functioning of the new enterprise. The shipyard facilities will feature the latest production equipment, robotic work cells, machine-driven and automated lines, standard jigs and fixtures, and IT systems to support the high-tech production and the use of machines and automation to ensure a high quality and commercially successful product.
When completed, the Zvezda Shipbuilding Complex will be able to build tankers with a displacement of up to 350,000 t, LNG carriers of up to 250,000 cubic meters, ice class vessels, specialized vessels with a launch weight of up to 29,000 t, offshore platform units, and other types of ships.
The new shipbuilding complex should be built by 2018 in three phases. Financing of the first phase is valued at RUB 77 bln, the second phase (2018-22) – RUB 42 bln, the third phase (2022-24) – RUB 26.5 bln. The project’s total value - RUB 145.5 bln including RUB 60 bln to be allocated by Rosneftegaz, RUB 3 bln to be provided for subsidizing of interest rates, with the rest to be covered by a consortium of investors. Zvezda will be able to build large capacity vessels upon completion of the third phase.
Shipbuilding comlex Zvezda is being created in Bolshoi Kamen within the framework of the Far Eastern Shipbuilding and Ship Repair Center (United Shipbuilding Corporation).
