    On addressing acute environmental problems in the Baltic Sea area

    - Representatives of RF Ministry of Transport and organizations subordinate to it take part in activities of HELCOM working groups (particularly, the ones on sea based sources of pollution and response to oil spills) with direct participation in environmental policy-making in the Baltic Sea area.

    Comprehensive emergency training exercises are a key aspect of ensuring environmental security at sea. In 2017, BALEX DELTA-2017 held in the water area of Kaliningrad seaport involved forces, facilities and supervisors from HELCOM member states.

    One of the key priorities of RF Transport Ministry in all water areas including the water area of the Baltic Sea is the compliance with tough requirements on hazardous emissions limits set by the International Maritime Organization (MARPOL 1973) which are to get even more stringent taking in view of global trends. Those requirements are most crucial for Russian ships operating in the Baltic Sea and in the North Sea.

    To ensure the above-mentioned compliance, the Ministry of Transport of the Russian Federation has already started encouraging gas-powered ships to call seaports of Russia particularly through providing reduced port dues for vessels running on gas (from 15 August 2018, seaports of Primorsk and Ust-Luga have been offering a 0.9 coefficient for liquid bulk cargo carriers using LNG as their main fuel). Such measures will be applied together with other incentives promoting “green shipping” in Russian ports including the ports on the Baltic Sea.
