Yury Trutnev, Presidential Plenipotentiary Envoy to the Far Eastern Federal District

On challenges of transport infrastructure development in the Arctic and on privileges for investors

    - Transportation is also a “hot button” for the Arctic area.

In this respect we share the same position with Maxim Akimov (Vice Prime Minister of RF): the state should be ahead of investors – to develop infrastructure before companies start building their facilities...

…I have already mentioned NOVATEK’s Yamal LNG. … Each project being implemented in such challenging conditions should enjoy individual support. The state should ensure a “single window” principle, there should be a person responsible for implementation of this project to ensure everything necessary from beginning to end ...

A tax holiday regime can be a basic proposal for the Arctic. Besides, there is a discussion of a tax deduction mechanism for investments into geological exploration, and a lot of other issues…

The projects being implemented today do not ensure the loading of the Northern Sea Route to the stated level, we need more projects...

However, first of all, a management model and a system of privileges should be shaped as I’ve said before. To ensure general management of the process on attracting investments into the Arctic region, rpfitable and reliable ones, to ensure support of each project. That will let see when and how much cargo each project contributes to the Northern Sea Route.

From an interview with Interfax agency provided by the office of Presidential Plenipotentiary Envoy to FEFD.
