    On international shipping standards in the Baltic Sea

    - Recent years have seen adoption of decisions that are crucial for the Baltic Sea region:  designation of the Baltic Sea as a special area for nitrogen oxide emissions from ships exhaust gases and setting the Baltic NECA effective date in compliance with MARPOL Annex IV.

    ... Shipping is facing new challenges. On a global scale – it is a sulphur cap of 0.5% coming into effect from 2020. The development of an initial IMO GHG strategy including short-, mid- and long term measures.

    The International Convention for the Control and Management of Ships' Ballast Water and Sediments entered into force on 8 September 2017.

    With this in mind we think it is very important to conduct regional work on effective and harmonized implementation of the newly introduced requirements. Only joint efforts of all countries in the region can ensure the control and compliance with those requirements.

    For that purpose, we believe, it is very important to ensure effective interaction between all the stakeholders: shipping, shipbuilding and industries, particularly through cooperation under HELCOM when it comes to a special area status under MARPOL Annex IV.

    We lay emphasis on the importance of cooperation between HELCOM member-states both at the stage of implementation of the adopted decisions and at the stage of development and adoption of new requirements under IMO. That would allow for taking into account most of the regional features of the Baltic Sea.
