ICCT calls for more SECAs
US-based environmental lobby group International Council on Clean Transportation (ICCT) has published a study calling for, among other things, big cuts in the sulphur content of bunkers, including a global 0.5% cap in coastal areas, inland waterways, and at ports . The report calls for the sulphur cap in SOx Emission Control Areas (SECAs) to be cut from 1.5% to 0.5%. It says SECAs can be justified on SOx and particulate matter (PM) - related health effects in addition to impacts on air, sea, and land.
ICCT also wants to see the SECA programme expanded to include high ship-traffic areas in Mediterranean, Pacific Rim and North Atlantic.
The report argues that all new ships should have cold ironing capability and that the use of advanced technologies should be encouraged, “especially near-zero emission technologies in promising applications”.
