RF Government approves signing of concession agreement on construction of Lavna terminal
RF Government’s Decree dated 1 October 2018 (No 2111-р) specifies key conditions for financing, creation and operation of infrastructure facilities at the seaport of Murmansk.
According to the official website of RF Government, the concession agreement provides for construction of a coal terminal, development of the existing railway infrastructure on the eastern coast of the Kola Bay and construction of new railway infrastructure of the western coast.
The document has been developed by RF Transport Ministry.
As required by Article 37 of the Federal Law on Concession Agreements, Federal Marine and River Transport Agency (concedent) has considered the proposal of ООО Commercial Sea Port “Lavna” (concessionary) on signing a concession agreement in respect of port infrastructure facilities to be built at the port of Murmansk (operational water area and aids to navigation).
The newly signed decree approved signing a concession agreement with ООО Commercial Sea Port “Lavna” for financing, creation and operation of infrastructure facilities at the seaport of Murmansk and specifies its key conditions.
The key conditions: the concessionary undertakes to build a coal terminal “Lavna” while the concedent undertakes to ensure transport accessibility through completion of Phase 1 facilities under the Project on Comprehensive Development of Murmansk Transport Hub before the end of 2020.
According to the statement, implementation of the concession agreement will let reduce the deficit of port facilities for transshipment of dry bulk cargo in the European part of Russia and take over part of Russia’s foreign trade cargo currently transshipped via the ports of neighboring countries.
Coal transshipment facility at the port of Murmansk is intended for discharging railcars loaded with coal, short-term storage of coal and loading of coal onto seagoing vessels.
The terminal will be built in two phases. Phase I provides for construction of buildings and facilities as well as assembling of equipment to ensure annual capacity of 6 million tonnes. Phase II provides for assembling of equipment to increase annual capacity to 18 million tonnes.
